Is there a definition that can be put in the KEYS<DMKEYS> that will erase everything in the work library?  

 

Also, is there a sas programming line that empties the work library?

Ah... second question answered.  

proc datasets library=work kill noprint;
run;
quit;

And putting this together with the SUBMIT command answers the first question.
