I am making graphs and including footnotes at the end. I was wondering if anyone knows whether I can increase the footnote character length. And if so, how can I?

How long do you need it to be?
Why do you think you need to "increase foot note length"?
Default length of Title and Footnote lines is based on your LINESIZE SAS system option and may vary by OS but I expect likely to be 256 characters.
Since you can have 10 Footnotes defined at any given time that is about 2,560 characters. If you need more than that you probably should be using something other than footnotes.
Perhaps you weren't aware of all of the Footnote, Footnote2, Footnote3 ... Footnote10 statements available?
I don't see where there is a maximum length of a footnote, but even if you could make a footnote 1,000 characters, there's only so much room left to right on your output, and it becomes so small that it is impossible to read.
Since you can have 10 footnotes at the bottom of a graph, I would try that instead of trying to cram hundreds/thousands of characters into one footnote.
