Embedding links in emails and defining action on clicking the link

I have sample email below. BY clicking the "REPORT APPROVAL EMAIL",  the program should send an email back to sender with certain predefined text.

Using SAS this link could point to a stored process that then sends the email. The user that clicks the link needs of course access to the stored process out of the environment where the link gets clicked.
