Creating TimeStamp with Hour and Minute Values

I have the following table

Hour    Minute 

1          10

16         34

23         15

2           9

I want the resulting table to look like this

Hour    Minute     Time

1          10            01:10

16         34           16:34

23         15           23:15

2           9             02:09
