Connecting to GCP using SAS EG

Is it possible to connect to a database stored in GCP using SAS EG or do we have to use SAS Viya?  Or, do we need SAS EG to connect to SAS Viya in order to access GCP through SAS EG?

EDIT: you can connect using 9.4, Viya is not required.
