If you're going across different countries you're likely getting files back with different encodings and character sets which is why this is happening. Are the files excel or are you specifying the encoding in any manner?

The uploaded files are all excel origin and uploaded by countries via SAS VA data preparation. 

 

It's not a complete matter of characters, it is also a matter of discipline and ERP origin.
