In relation to the server that is likely executing your SAS?
The servers typically do not see your local computer and you need to use complete paths from a mount or drive to be sure things are pointing at the correct location.
Please post the code you are using. Most times, when sas is complaining about the non-existence of files, those files are simply not visible for the sas session.
