Run:

I manage to get an observation as output from nov.test but it cannot be saved to nov.sample, says not enough authority, why?

Either you do not have WRITE access to the folder allocated as library NOV, or you allocated the library with ACCESS=READONLY. 

 

In the first case, you can ask IT adm to give you the access, in the second case just change the LIBNAME statement.
