Hello everyone,
I used to use SAS desktop to export the excel sheets. It is very straightforward. However, now we need to change the SAS desktop to SAS Viya. Is there any way SAS viya can create an excel with multiple tabs and save it to local? And how?

Yes it can. make sure you have the SAS Access interface to PC files.

How to set the access? Is that doable if I want to use the SAS database saved in my share drive(do not upload to viya)? Thank you so much!

SAS Access interface to PC files is a component of SAS that has to be installed in your server.
This can be checked using SAS Proc Setinit;
Your SAS Admin should be able to help.
