This sounds a lot like homework. So I'm going to suggest looking at the documentation for Proc Freq statement, out=option on a Tables statement and Proc Sort.
Throw out a small sample data set, the results you want (even if just a description), and what you have tried.

For programming solutions I recommend breaking it into pseudocode at least.
