You can use the GROUP= option in the model statement to distinguish groups within each panel like this

 

proc sgpanel data=sashelp.cars;
	where Make in ("Acura", "Audi", "BMW", "Buick");
	panelby Make;
	vbox mpg_city / group=cylinders;
run;
