Automation / Scheduling of SAS code

I have a query regarding automation of SAS processing in WINDOS environment. I want to automate the process for regular analysis:

1) To check the new / latest folder

2) Check data availability in the folder

3) Once checks are done, execution of SAS code with latest data and latest dates to produce the report

What SAS license so you have?
The process of checking changes at the OS level if often better handled by OS/3rd party tools.
