Add header to export

How do I add the header row to the following export code.

data _null_;
set WORK.Output ;
file '/sasd/cs/sasd/John/WORK.Output.csv' dsd ;
put (_all_) (+0);
run;

Insert the following code between FILE and PUT:

if _n_ = 1 then do;
  put "This is a header row";
end;

if _n_ = 1 then do;
  put "This is a header row";
  put "and this is a second header row";
  put "example of third header row";
  /* repeat as needed */
end;

Why not :

proc export data=...... outfile=....... LABEL;
