Accessing "Submission Status" information to generate a log?

I Have ProgramA that is run by multiple users with differing input values.

I am writing programB to generate a log of all runnings of ProgramA and its input values.

Is it possible for a program to access the current Users Submission Status to add the values for  'Submitted', 'Completed', 'Run Time', and 'Status Information' to this log?  

If this is not possible.  Is it possible to just gather info on whether or not any Errors occurred in the running of ProgramA?
