I am using PC-SAS v 9.1.3 under Windows XP Pro.

I have a (large) flat file in which the variable-length records are delimited with 0Dx (carriage return).

How do I instruct SAS to use this as the EOR? I tried termstr=CR, but that triggered an error message. I am sure that there's an easy way to do this, but I just cannot figure out how to frame the query to get to it!

Try the infile statement option MAC.
