I am a beginner. I have a very basic question to ask.
It seems like that these two concepts - sas data library and sas library- are used interchangeably. Am I right?

I would generally say "yes, they are the same". However, without the exact context, I can't say so with certainty. Here is the definition of a "SAS Library".
