proc tabulate problem

When I ods pdf file from proc tabulate I am encountering the issue below, output is 23 pages long and the overlapping happen starting the 20th pages. If you can help it would be fantastic.

This is something that you should work with Tech Support on. They will need to investigate what happened. To open a track with Tech Support, send mail to support@sas.com. You will need to send them a sample of the data and all your code, including your PDF statements, so they can replicate and trace what is causing your issue.
