HI I know the default for data set contains only numeric values is a one-line summary. I don't like it. How can I change it?

That is I want the full observations report.

The default for SAS when all numeric is to set them as summary.  You can change this by adding the word display to your define commands:

data have;
  a=1;
  b=2;
  output;
  a=4;
  b=1;
  output;
run;
proc report data=have nowd;
  columns _all_;
  define a / display 'test';
  define b / display 'test2';
run;
