I want to join two tables in this way

Well, Loko provides a solution, I would ask why however. Merging data with no logical pattern doesn't seem to be beneficial in any way. Each time you run it there is a possibility that you will get a different result. So why should A=2, B=3 match to C=9 and D=6 rather than C=5 and D=5.
