how to create the user defined functions using PROC FCMP

I wanted to learn on creating user defined functions using PROC FCMP, i have browsed through teh sas support page, then i tried creating a function, but i got soem error sin the log.

No CMP or C programs found in the library

I gave three levels in the outlib, but there was a error which says only two levels will be used.
