How to use select method to exclude the format that i don't need?

select all but $noneed; /*I want $noneed to be excluded from my selection*/

proc format library=library.formats 
            cntlout=newdata(where=(locase(fmtname) ne "noneed");
select all;
run;

Thank you Shmuel, but I want use upstream excluding instead of down stream.because I want save memory size.the where clause will not save any SAS memory size.
