Hi;

I jus need a simple clarification about table constarints. Once table constraints are implemented through proc sql, will it be enforced even when I work the datasets using the regular data steps? Or is it just for the proc sql only?

You can define and maintain using proc datasets there is no need for proc sql. 
There is far more for setting technical options for SAS datasets with that one Base SAS(R) 9.4 Procedures Guide, Third Edition

IT is behavior of the SAS dataset type.

Proc SQL is for people rather new in SAS with some other RDBMS experience. IT is just a small part what SAS is offering
