Unable to sample external file, no data in first 5 records

proc import out=dubai;

                 datafile='D:\users\...\desktop\dubai.csv'

                 dbms=csv replace;

run;

Error message:

Unable to sample external file, no data in first 5 records.

ERROR: Import unsuccessful.  See SAS Log for details.

I am sure there is obs. in first records in my csv file. Why does this problem occur?

I found a solution:

Copy the data from csv file to notepad, cancel word wrap if needed and save txt file. Then paste the data back from notepad to csv and save.

It could be imported to SAS using “proc import out=” command.
