I'm getting this error "Unable to fork SPDSBASE process" when trying to connect to SPDS LIB (on Unix) from desktop EG.

Found the actual error in spdsserv***.log

Is there any limit on the max number of SAS processes?

No, there are usually no limit to the number of processes, unless your UNIX admin did something explicitly.
There are usually a limit to how many files that can be open at one time, but as I recall it this is not the kind of error message generated by that limitation.
I suggest that you open a track to SAS support.
