Is there a way to limit the number of members(observations) in a cluster in SAS? Cluster Size?

Are you referring to Dynamic Clusters in SPD Server?
If so - there is nothing in the dynamic cluster concept that is automatic.
SPDS will store the data that you tell it to store in a cluster (or cluster member?).
So you will have to this kind of limitation programmatically.
