I'm relatively new to SAS and wonder if there are forums in which SAS users share code back and forth freely? I'm looking for a specific program and wonder if someone has written such a program, and if they share it as "shareware?" What is the etiquette on this?

Sure - it's an open forum for discussions and sharing freely.

Suggest you read this gem, if you intend to share code in a forum post.

You might find code at the listserv comp.soft-sys.sas . You can search it through google groups.
