SOAP upload with attachment

Hi I need to upload a xlsx-file to a webservice using SOAP. Is this possible with Proc SOAP or PROC HTTP? In SmartBEar SOAP UI there is functionality to add an attachment as cached with content type application\vnd.ms-excel. Best regards Are
