Is there a shortcut in Base SAS to provide focus to the command-line / display manager bar?

If I follow you correctly, you can press F11 in Base SAS to jump up to the Command Box.  If you press F9 you can see all the shortcuts and you can set your own for those via the toolbar.

Are you talking about the command line on an individual window if you have turned of the menus?  If you want to toggle between the editor area and the command line map a key to "home".

 

Or to the separate floating toolbar window that has a small box for typing commands and an icon bar? Try mapping "command window" to a key.
