Using Proc sql, splitting the database observations into different SAS dataset. Eg. if teradata has 1million record, need to fetch first 10000 records and then next 10000 and so on.

So specifically why split into even chunks, does your analysis require these chunks?
In future we might deal with millions and billions of data. In those cases it might be helpful.
