I am having a difficulty in combing numeric date with character time.  Then finally convert to Iso8601 format.

Output Needed:

Assuming your data is a SAS date

Date_needed= dhms(date,input(hours,f2.),input(minutes,f2.), 0);

format date_needed b8601dt13.0;

I'm not sure that ISO8601 allows - and :
