When I change a variable name I use the rename statement.
But then I have to go change the label name also.
Is there a way to force the label name to be the same as variable name?

Either do not set the LABEL or set the label value explicitly to blank. Here is a discussion found on the SAS support http://support.sas.com/ website using the SEARCH facility:

Hi,

Use Global Option NOLABEL;

this will make use variable names as labels.
