How to get local time

Hi I have dataset with start time and endtine at eastern time I need to convert it to local time depending on the locatin. I use the zip code to determine timezone
Here is how data looks
State. Start time. Timezone
AZ. 01/01/2018 14:23:00. Mountain
End time
01/01/2018:15:23:00

How can I convert the time from eastern to central
The data goes horizontally..
Starttime. TIMEZONE
TX. 01/01/2018 14:23:00. CENTRAL
End time
01/01/2018:15:23:00

You could probably use the TIMEZONE system option together with the time zone offset function - tzoneoff(). I guess that you need to have your timezones in ISO format to make it work.
