Googling for that error message got me this SAS Note as the second result:
http://support.sas.com/kb/57/595.html
You may not have the proper module installed.
Use PROC HTTP instead. I have many examples:
http://blogs.sas.com/content/sasdummy/tag/proc-http/
But you will need the SSL components in order to access any HTTPS sites.
