Whenever I run a process I get the following message - User does not have appropriate authorization level for file tdata.filename.data. I have read, write and execute privileges on all the sas files. Dont know where else to check

You don't mention what your environment is -- Base SAS -- single user install; Network SAS -- batch submit; SAS Enterprise Guide; SAS Enterprise Intelligence Platform -- so a search on the Tech Support site got a lot of hits. These may or may not be relevant to your issue:
