FSEDIT - Force overstrike mode?

When FSEDIT screens come up, they seem to default to "Insert" mode. In order to add/modify data, the users have to toggle their key to switch to "Overstrike" mode. Is there a way to set the screens to "Overstrike" mode?

Oops, found WINSERT OFF in the Windows docs, never mind.
