Real time is actual clock time it took to execute the proc print. It can change depending on system capacity and current load.
CPU time is the processing time the CPU used to execute the procedure. It's not supposed to depend on load factors.
That 4 observation data step is so short that it required less than 1/100 of a second in CPU time for the print procedure, so the CPU time is showing up as 0:00.
