If I have two datasets with the same city for example, however they differ by case sensitivity:

for example:  list1 is NEW YORK but  list2 it is New York in a given observation. Is there a way to make the merge/match be case insensitive?

I have the below code but am trying to see if there is a way to disregard the case.

proc sql;
create table final as
          select L.*, R.* from list1 as L left join list2 as R
          on
          (substr(L.City1, length(L.City1)-1) = substr(R.City2,length(R.City2)-1)
;

quit;

How about:

proc sql;
create table final as
          select L.*, R.* from list1 as L left join list2 as R
          on
          upcase(L.City1) = upcase(R.City2)
;quit;
