You can find out about CMS from their web site

https://www.cms.gov/

The site has a tab for statistics and data and that's where the SAS programming can come in.

There are many different programming positions that work with CMS claims data. There are programmers within CMS working with claims data, as well as programmers working with the claims data for payers, providers and vendors after it has left CMS. The SAS programmer's work is usually limited to one or two CMS programs, like Medicare Advantage or any number of the other value-based payment programs. Many of the programs also utilize claims-based HCC risk adjustment which is derived using a CMS published SAS model. SAS programmers are working within CMS on the risk adjustment models and outside of CMS to reconcile CMS risk scoring and assist in technology strategies to improve patient care using claims data, risk scores, appointment data, etc..
