I've been using SAS 9.4 using a client provided by my school. However SAS 9.4 is not installed on my computer. Can i still install Clinical SAS data integration toolkit on my computer and continue using it?

the toolkit is part of the complete SAS Clinical Data Integration Server, which is a full-fledged server installation on its own. So the answer is no.

But you can use SAS University Edition (installed) or SAS OnDemand for Academics (online) -- for free. See the SAS Analytics U site for all of the options.
