Can proc expand be used in University Edition? I tried to use proc expand to find a 12 month rolling average and I was given a “cannot find” error for the proc expand statement.

No, PROC EXPAND is part of SAS/ETS. Only certain procedures are available in SAS UE. 

 

You can use a temporary array approach within a data step:
