Toolbars in 4.2

I have read in the documentation how customize toolbars in 4.2 but when I go to the 'View' pull down, toolbars is not listed as an option. I don't have anything listed at the bottom of my EG window that tells me I am running in restricted mode. Why do I not see the toolbar option?

Found out from tec support that you currently can not change the toolbars. Should be available in a future release.
