This sounds like a Windows error. Usually, when I set a size and position for an application, the app remembers this for next time.
An exception may be where your laptop is handling a larger virtual screen that you can scroll. I'm not sure how to fix that, but my preference always is to set my applications to start "full screen" as defined in the properties window of the shortcut.
I suspect this requires a search of Windows support material.
