I cant connect to the local server.

There are many things which could cause this error - one  quick and easy thing to try is to check if your SAS licence has expired by trying to open a session using "old school" SAS display manager.

 

If you can do that then given the myriad other possibilities it might be quicker and easier to open a track with SAS support which you can do here -> http://support.sas.com/ctx/supportform/createForm

Looks like you are using Enterprise Guide and trying to connect to local SAS on your PC. If this is correct, then try starting SAS directly either via the Windows Start button / Icon or by just typing sas on the Windows command line? Does it start OK? One possible cause for your error is your SAS licence has expired.
