Is there scripting documentation available for SAS EG 7.1?

In this paper (page 2, 1st paragraph), Chris Hemedinger mentions that the full scripting documentation is available on support.sas.com, but I have been unable to find any mention of such a document there.

Here's a direct link.

 

It's a CHM file in a ZIP.  Download and extract.  Then right-click on the CHM file in Windows, select Properties, then Unblock.  By default, Windows blocks rich content like this from displaying when you download from the wild Internet.

 

Even though the reference is labeled v4.2, the properties and methods are the same in 7.1.
