Like a hammer, EG is just a tool. How you set up the process in which a tool is used defines the GxP compliancy.
GXP compliant in what? According to Wikipedia GXP could refer to a whole variety of quality guidelines. Also SAS Enterprise Guide requires a back-end SAS server to do anything so it would also need to be considered in terms of any compliance.
