what is the main difference b/w creating a BASE or ODBC library by selecting SASApp and SASMeta server in SAS MC?

You should use SASApp for this, assuming that the goal is to make the data available to your SAS users for their work.

SASMeta is a "utility" Workspace server that is meant for use by certain metadata service operations, such as backup and restore work that requires a SAS session.  It's not meant to be an end user workspace server, and usually an admin will "hide" the SASMeta  server context from end users.
