I am trying to get started with OLAP cubes, but I am having difficulty with some basic questions. Just googling it, I see a lot about SAS OLAP server and SAS OLAP Cube Studio. Can I create and work with cubes using only Base SAS? Anyone know where there is a simple Getting Started reference?

No, you have to have a license that supports OLAP.
You can define and build cubes interactively using OLAP cube studio, and/or by programming using PROC OLAP. "User's Guide" should be a good starting point. There are some SAS Global forum papers on the subject as well.
