Open a call with SAS Technical Support. You may get a solution here, but it is important that such issues come to the attention of the SAS developers.

Have you tried a manual install using the EG 7.11 standalone installer?

I don't have the standalone installers in my SAS Software Depot (SAS 9.4 TS1M3, Rev. 940_16w04), there's no standalone_installs subdirectory in it.

We got the standalone installers by default when we requested EG 7.11. I suggest you talk to your SAS representative if you would like to try these.
