First thing I'd try is to upgrade to 7.12 which will apply some hot fixes, etc.

Unfortunately, the current update to v7.12 won't address this particular problem -- which happens only with local SAS data sets that you open when you don't have a local SAS installation.  SAS R&D knows about the issue and is investigating.  In the meantime, there are workarounds described in this SAS Note.
