We are migrating from EG 4.3 to EG 7.1 and changing all of our directory paths. Is it possible to use the Migration tool or other method to migrate the project and find and replace the code in the project?

Based on your inquiry I assume that you ate looking for manually entered LIBNAME statements.
And no, I'm not aware of such tool.
My suggestion is that in this migration you'll take the time and delete as many of these as possible, and have them defined and assigned in the meta data server instead.

I would echo @LinusH's recommendations and go so far as to say you have an opportunity here to implement the best practice approach of defining all of your common data libraries in metadata.
